Date: 25 December 2001 The IANA has received a request, dated 3 December 2001, from Japan Registry Service Co., Ltd. (JPRS) that the .jp top-level domain be redelegated to it. The redelegation request was accompanied by a 9 November 2001 "Memorandum for the Transfer of Management and Administration of the .JP Top Level Domain" between JPRS and JPNIC, as well as a 12 November 2001 report by JPNIC and JPRS to the Japanese Ministry of Public Management, Home Affairs, Posts and Telecommunications on execution of the Memorandum. For your convenience, copies of the redelegation request, the Memorandum, and the report to the government are attached. In addition to requesting redelegation, JPRS requests that ICANN begin procedures for executing a ccTLD Sponsorship Agreement with JPRS. In that regard, please note that ICANN has recently posted a second version of the Model ccTLD Sponsorship Agreement for the "triangular situation" at <http://www.icann.org/cctlds/model-tscsa-16dec01.htm>. Although this model would require some customization to accommodate the particular circumstances of the .jp top-level domain (including the joint role of JPNIC with the governmental authority described in the Memorandum), otherwise we believe it provides a good basis for any agreement between ICANN and JPRS. In investigating requests for redelegation, the IANA takes into account the view of the existing delegee, and takes very seriously the view of the relevant government. The IANA would therefore appreciate learning of the views of Professor Murai, as administrative and technical contact, and of the Japanese government as to whether the .jp top-level domain should be redelegated and, if so, whether JPRS is the appropriate delegee.
